The Ministry for Foreign Affairs will doubtless hold this Consul responsible for having overstepped the limits of his powers.
The China Commercial Steamship Company must have been perfectly well aware, through their Representative in Mexico, that Dr. Valenzuela had not been superseded in his functions by any other person. This fact should have been communicated by the Company's Representative to their Agents in Hongkong, and if he omitted to do so, he and the Company are to blame for the Chinese immigrants in Hongkong having accepted Dr. Grone as the accredited Delegate of the Board. In other words his responsibility devolves exclusively on the Company's Representative in Mexico, and not on the Mexican Government, or the Sanitary Authorities. The Mexican Government disavowed at the earliest opportunity, the appointment which the Consul had made without being empowered to do so.
With much regret I am now compelled to enter upon the question of the examination of the infected immigrants which was carried out by Doctors Vallarino and Buhot, who were commissioned for that purpose by the Commercial Steamship Company. I say with much regret because I should have preferred to abstain from introducing any personal matter into this Report, but as the complainants, who appeared before the British and Chinese Legations based one of their complaints on the fact that the above mentioned Doctors did not make the same diagnosis of the cases as the Medical Delegates at Salina Cruz, I am forced to observe in the first place, that as there is no Ophthalmological Institute in Mexico, Dr. Buhot cannot be an assistant at that Institution.
Secondly, that neither he nor Dr. Vallarino, high as is the professional standing of the latter, can be recognized as specialists in diseases of the Eye, and their competence as authorities on these diseases is neither attested by any Diploma nor recognized by the public at large.
In spite of these circumstances, as the Representative of the China Commercial Steamship Company desired that I should hear the opinion of these Doctors, I held a consultation with them, with the result
